Transportation Improvement Program

Statewide TIP

The 2025–2028 Statewide Transportation Improvement Program (STIP) is a four-year statewide plan for Pennsylvania that identifies and prioritizes transportation projects requiring federal and state funding. With a total investment of $28.8 billion, the STIP & each regional TIP (24 in total) plays an essential role in allocating resources toward the improvement of roadways, bridges, public transit, and other multimodal transportation infrastructure across the Commonwealth.

Regional TIPs in District 5

PennDOT’s District 5, represented by ASHE East Penn, includes three Metropolitan Planning Organizations (MPOs) featured in the 2025–2028 TIP, with a combined total of approximately $1.24 billion in funding:

Lehigh Valley MPO

The Transportation Improvement Program (TIP) for the Lehigh Valley, administered by the Lehigh Valley Transportation Study (LVTS) is a $633 million four-year plan to maintain and enhance the transportation system in Lehigh and Northampton counties.

Reading MPO

The Transportation Improvement Program (TIP) for the Reading Area, administered by the Reading Area Transportation Study (RATS) is a $365 million four-year plan to maintain and enhance the transportation system in Berks County, located in the southern portion of PennDOT District 5.

NEPA MPO

The Transportation Improvement Program (TIP) for NEPA identifies the region’s highest priority transportation projects to be funded in the NEPA MPO region. Three of these counties are located in East Penn’s District 5, including Monroe, Carbon, and Schuylkill.
